All social media startups must meet certain minimum legal requirements regarding CSAM (Child Sexual Abuse Material) and other categories of illegal content if they want to appear in anyone's App store. Providing the moderation services required to meet these obligations, however, is a cost which some startups cannot easily cover.
Hence Commons for Content Moderation (CoCoMo), almost certainly the most central component of the Eurosky Commons - in fact, the Eurosky Covenant will simply be a few clauses within the legal agreement which Eurosky projects will sign to access the CoCoMo service.
